My name is Zhenis Zarkhanuly. I am a citizen of Kazakhstan. Hereby, I beg all of you to provide a protection for my wife, Saule Meltaiqyzy.
My wife, Saule Meltaiqyzy is a citizen of the Republic of China. She was born on 28 November 1972. Her birthplace is Qinghe County, Altay, Xinjiang, China. And, her current residence is Room 301, Unit 1, Building 2, Guang Ming Street, Qinghe Township, Qinghe County, Altay Prefecture. Her ID No. is 654325197211280023, and her passport No. is G26467501.
Saule Meltaiqyzy and I got married in 1994. We have two sons. She is a higher educated person. And She had been working in the people`s hospital of Qinghe county for 28 years.
In 2008, our family got the Kazakhstan green card. Then, I settled down in Kazakhstan with one of my children in 2015. My son and I became Kazakhstan citizens in 2018. For every two or three months, my wife would come to Kazakhstan regularly. She used to go abroad under officially permissions, because she worked there. Besides my wife and our elder son, Mukhtar Zhenis (born on March 27, 1994. his ID No.: 654325199403270013. His passport No.:G52106412) was also left in China.
In September, 2017, my wife came back to China with our elder son for selling our house as well as resigning from her work in order to move to Kazakhstan. But, their passports were confiscated by local Chinese officials when they just arrived there. Since then, they could not come out of China.
On 10 January 2018, my wife was put into the indoctrination camp, as she was defined as a double faced person by local authorities. Those charges against her are multi-times visited to Kazakhstan, wearing headscarves, don`t drink alcohols, less gathering and so on. They imprisoned her in a severe prison which located at Qinghe County. She had been kept in a dark blockhouse for 9 months. During her imprisonment, she was not allowed to meet with her relatives and her family as well. In that time, we had completely out of contact with her. Because I was in Kazakhstan, so the time of lose contacting was even longer. I had not heard of them as long as 18 months. When we contacted again, my wife did not say anything. But, she was in very poor condition. Her waist was broken. She was crippled by long time, terrifying imprisonment. As we know, she was normal and healthy before she was thrown into the camps. Had been in there, she became sick and got ill. She was taken to political study forcibly in wheelchair every day. She was locked up alone in a separated room, so she often would be left hungry. Thus, her health condition was getting worse and worse. Seeing that as, the officials of the concentration center had no idea, but brought her to the hospital. On 28 September 2018, she received a surgical operation at the people`s hospital of the autonomous prefecture in Urumqi. A little steel bracket was installed in her waist. And, she just stayed in there only for 15 days. The government paid up 70-80% 0f medical expenses, then let us take responsible for the rest of it. All it cost up to 83106.90 Yuan. And, the rest part of that we paid was 15415.70 Yuan. After that, about 5-6 months later, something wrong was appeared in her brain. Then, a necessary surgery had been done in the same hospital. Again, the authorities did not pay it up all. This time, we paid for 40,000 Yuan.
Taken her condition into consideration, the authorities released my wife from the camp on 15 October 2018. But, she had to stay at home under severe surveillances. Meanwhile, they assigned 6 people to monitoring my wife. We were asked to pay for the food and the accommodation used by those people. Either at hospital or at home, those 6 guys were all the way monitoring my wife. At our home, they stayed overnight in turn. The total expenditures that we spent out, including medical expenses and all cost for those 6 guys who “take cares” us has been approximately up to 200,000 Yuan. If it is converted into KZT, that would be about 10,000,000 tengge. We had paid that all by ourselves. Those arranged living-monitors had stayed one year in our home to keep watching over my wife and my son.
For the reasons of my constantly suing, they stopped to monitoring my wife. But, for the retaliation of my rights protection activities, the Chinese authorities suspended my pension. This situation had been lasting for 14 months. After my continuous efforts to sue, the Chinese authorities began to re-issue my pension. However, since February 2019, my pension has been completely removed by the Chinese government. I think it is an illegal moves that made by the local Qinghe county authorities.
The local authorities have been exerting tremendous pressure on my wife, son and relatives. All of my relatives have been kept away from me by the threatening of the authorities. In a result, sometimes my wife got ill, nobody dare to come to help.
The Chinese authorities turned a normal, healthy woman into a disabled person by lock her up in the concentration camps. What have they done to her in there? Now, our family is separated by them. Although, her passport has been expired, but it has not been returned. In this way, the authorities prevented her from going abroad. She tried several times to get back her passport, but the local government hasn`t returned it yet . She misses her son in Kazakhstan so much. She wants to see him. However, the authorities neither have returned her passport nor renewed it. I haven`t seen my wife and son for nearly two years.
My little son, Mukhdadys Zhenis and I are doing our best to seeking a protection for my wife`s rights as well as ours. We did sue everywhere; 6 times to the Foreign Affairs Ministry of the Republic of Kazakhstan and 5 times to the Chinese Embassy in Kazakhstan. My demanding is simple. I want my wife and elderly son come back to Kazakhstan and reunite with us. Being a father, I just want to protect rights of my family. That`s it…
In this case, the Chinese side has violated all the provisions of the international human rights law. Among them, Article 9 of the International Civil and Political Rights Act (right to be free from torture), Article 12 (freedom of travel and choice of residence), Article 14 (the right to know the allegations, the right to defense and the right to a fair trial), there are also relevant Economic and Public and Cultural Rights Act, Article 10 (family protection rights), Article 12 (the right of receiving medical aid).
As a citizen of the Republic of Kazakhstan, hereby I beg all of you to provide a protection for my wife, Saule Meltaiqyzy and my elder son, Mukhtar Zhenis. Please, let them to get their passport back and help them to come to Kazakhstan. Please, help us to reunite again.
